Hoarding and Home Safety

Hoarding is a mental health condition that makes it very difficult for people to part with belongings. Over time, possessions can build up and fill living spaces, making everyday activities harder and causing emotional distress. In severe cases, hoarding can also create serious safety risks, including fire hazards, pest problems and even structural damage to the home.

Why is hoarding a fire risk?

  • Cooking is unsafe if flammable items are close to the oven or hob.
  • Heating units may be too close to things that can burn. They might also be placed on unstable surfaces. If a heater tips over into a pile, it can cause a fire.
  • Electrical wiring may be old or worn from the weight of piles. Pests could chew on wires. Damaged wires can start fires.
  • Open flames from smoking materials or candles in a home with excess clutter are very dangerous.
  • Blocked pathways and exits may hinder escape from a fire.

 

Worried about a friend or family member?

People affected by hoarding may not always see their behaviour as a problem. If you’re supporting someone with hoarding, there are practical and compassionate steps you can take:

  • Show understanding – Approach conversations with empathy and focus on safety rather than the amount of clutter. Use the term hoarding only if the person is comfortable with it.
  • Plan ahead – Work together to create a fire escape plan. This includes keeping exits and walkways clear.
  • Book a free home fire safety visit – We can refer residents to your local Fire & Rescue Service for a free home fire safety visit. You can also make a self-referral or refer someone you know using the links below.
  • Get help - Please tell us if you are experiencing difficulties with hoarding. As your landlord, we are here to support you, not to judge, and we can work with you to find practical solutions, connect you with appropriate services, and ensure your home remains safe for you and your neighbours.
